Position Description: Business Manager

Reports to: Superintendent

FLSA Status: Exempt

Work Year: 12-month, Full-Time Position

Position Summary

Under the direction of the Superintendent, the Business Manager is responsible for all financial

operations of Lanesboro Public Schools, including budget planning, accounting, payroll, state and federal

reporting, and district insurance. The Business Manager ensures compliance with UFARS, MDE

requirements, and School Board policies while providing sound financial leadership to support the

district’s mission and strategic priorities.

Essential Duties and Responsibilities

1. Fiscal Management and Budgeting

• Prepare the annual budget in collaboration with the Superintendent.

• Monitors revenues and expenditures throughout the year.

• Provides monthly financial updates to the School Board.

• Develops short- and long-term financial forecasts and models.

• Advises administration and board on financial implications of decisions.

2. Accounting and Financial Reporting

• Maintains accounting records in compliance with UFARS and GASB.

• Prepares and submits all MDE and federal reports.

• Coordinates the year-end closing process and the annual financial audit.

• Ensures financial data is accurate and auditable.

3. Payroll and Benefits Administration

• Processes payroll and manages employee benefits.

• Submits all required reports (TRA, PERA, IRS, ACA, etc.).

• Maintains personnel financial records in compliance with law and policy.

4. Human Resources Management

• Coordinates hiring processes including job postings, offer letters, background checks, and

onboarding.

• Maintains employee personnel files and ensures compliance with applicable employment laws.

• Assists with employee contract administration, pay scales, and compensation analysis.

• Provides support in areas such as FMLA, worker’s compensation, and leave tracking.

• Serves as point of contact for employee relations and HR-related inquiries.

• Ensures all staff comply with employment policies.

5. Purchasing and Cash Flow

• Oversees purchasing, bidding, and vendor contracts.

• Manages cash flow, bank accounts, and investments.

6. Compliance and Risk Management

• Ensures compliance with state/federal laws and grant requirements.

• Manages liability, property, and workers’ compensation insurance.

• Tracks and reports on special education and federal program funds.

7. District Support and Collaboration

• Works collaboratively with school leadership on staffing, grants, and operational planning.

• Participates in School Board meetings and committee work as needed.

• Supports the development of policies and internal financial controls.

8. Other Duties as Assigned

• Provides additional administrative support and performs related duties as required.

Qualifications

Education and Experience:

• Bachelor’s degree in accounting, finance, business administration, or a related field required.

• School finance or government accounting experience preferred.

• MASBO Certification required or willingness to obtain within 18 months.

Skills and Competencies:

• Knowledge of UFARS, SMART Systems, and Minnesota school finance.

• Strong organizational, analytical, and communication skills.

• Ability to work independently and manage multiple priorities.

• Integrity, discretion, and sound judgment in handling confidential information.

Working Conditions

• Primarily office-based with extended computer use.

• Occasional evening meetings.

• Some lifting of files/materials up to 25 lbs.
